San Mateo County Harbor District Marinas

• The California Department of Boating and Waterways and the San Mateo County Harbor District engaged the firm to prepare a business plan for the Harbor District’s Pillar Point and Oyster Point Marinas. Both marinas included a full range of marina and landside facilities and services. A focus of the work was to project marina revenues from slip rental and other revenue sources, marina operating and capital expenses, and determine how the Harbor District’s $19 million debt to the Department of Boating and Waterways could be restructured to sustain marina operations. The business plans developed for the Pillar Point and Oyster Point marinas were well received by both the San Mateo County Water District and the Department of Boating and Waterways. We assisted the District to successfully negotiate a debt-restructuring plan, which was approved, by the Department and Legislature in 2004.

• Evaluated prospective locations, expected costs, and potential revenue generation of new pier alternatives at the Pillar Point Marina outer harbor.

• Assessed all of the landside leases related to the marinas at both Oyster Point and Pillar Point for the San Mateo County Harbor District.

• Analyzed the demand for, and financial feasibility of, the District installing a boat lift at the Pillar Point Marina.
